In many cases, tax unit boundaries were digitized coincident with GIS parcel boundaries where the intent was to use parcel boundary as a proxy for the tax unit boundary in a particular location. This is a major revision of legacy tax unit GIS dataset.
A careful review of all tax unit boundaries was performed to identify incorrect boundary alignment or missing features. A significant number of boundary adjustments were made accordingly, using data sources listed in this section as reference guides. As an example of work performed, some tax unit boundaries which had erroneously been digitized in center of highways were moved to the actual (north or south, as called for) ROW boundary as shown on GIS parcel dataset. (Note: boundary adjustments as a rule did not affect existing individual property tax district or tax unit assignments).
Some research was done by other GSS staff to resolve certain discrepancies or ambiguous boundary problems, and the dataset corrected based on this research. All feature editing was performed with heads up digitizing in ArcGIS software.
Dataset table (schema) was cleaned up to conform to GSS standard practices. Old data fields (2) no longer used were deleted, and a new field, SSMID, was added (SSMID info was previously stored in TIF field). A few fields used numeric data formats unnecessarily and were converted to text (string) format. One such field Tax_Unit, was also modified to have padded (leading) 0 characters were applicable. Sch_Dist field was renamed USD. City field values were changed from 2-letter abbreviations (e.g. KC) to spelled out names (e.g. Kansas City). Certain fields that had text values originally in Upper Case only were converted to Proper Case (Upper and Lower Case) format. According to GSS practice, DATEMOD, DATEADDED, and COMMENT fields were added.
Metadata was created from scratch for this dataset, since there was no preexisting metadata for tax units.
To strengthen and improve the accuracy, completeness, and usability of this dataset.
